Nova Scotia’s 14% HST: a checklist for current and older records

A Halifax business can use the correct current HST rate and still have an unexplained tax account. Returns, old invoices, missing purchase documents and payments applied to another period can all create differences. The monthly review should connect the rate to the transaction and the balance to its supporting records.

Start with the transaction’s place and timing

Nova Scotia’s standard HST rate has been 14% since April 1, 2025. Before applying it, identify what was supplied and the applicable place of supply. A Halifax mailing address does not make every sale a Nova Scotia supply; delivered goods and services can follow different rules.

Historical cleanup needs a second check. CRA Notice 342 explains the transition for personal property and services, generally using the earlier of when the tax becomes payable and when it is paid. Keep valid earlier 15% transactions and related credits linked to their original documents. A bulk replacement of every old tax code can introduce errors.

Illustrative example: a Dartmouth equipment retailer

Assume a registered retailer uses the regular method and makes $28,000 of fully taxable Nova Scotia sales in a reporting period. It issues documented refunds of $1,500 before tax for sales from that same period. Net taxable sales are $26,500, and the related HST is $3,710.

Eligible, supported purchases provide $1,120 of input tax credits. With no other adjustments, net tax is $2,590. If $600 of instalments has already been applied to this same period, the remaining amount to plan for is $1,990. This illustration excludes prior balances, penalties, interest and special methods. The instalment reduces the outstanding payment, not the sales figure.

Reconcile the records before choosing an adjustment

Compare invoices and credit notes with the sales report, then compare the tax ledger with filed returns and account statements. Keep an explanation for differences caused by filing periods, amendments or payment allocation. A bank withdrawal labelled CRA does not, by itself, prove which program account or period received the money.

Input tax credits depend on the purchase, commercial use and documentation. Quick Method businesses require a different calculation. Separate uncertain amounts for review instead of treating every tax-looking charge on a receipt as recoverable.
